A family with the surname Zhong would buy many items at once, exit the supermarket, and repeat the action. This was the loophole. Each of the family members of the Zhong family would buy items to limit. They have 7 people in their family. With the limit of 4 items per person, they could stock at least 28 items of each type. On the shelves, there are only 30 of each item. This means they only leave 2 for others. If the limit was high, they might have left none.
