The only reason the world's underworld hadn't seized control was because it couldn't. Meteor City was incredibly powerful. Though it was called a "Dump," it was essentially a country in its own right. And within that country, it could be considered one of the stronger powers. No matter how large the world's underworld was, it was still just a criminal organization operating underground. It couldn't compete with a real nation. The disparity between the two was too great. Additionally, the world's underworld was merely large in name. Many of the underworld factions from different countries had never joined it. For example, the underworld of the Kakin Empire. Those groups were all tied to the Kakin Royal Family—they were nothing more than the dark side of the royal family. These underworld groups had no connection to the world's underworld.
